    Construction-industry concept: when billings exceed earned revenue (over), the difference is a liability; when earned revenue exceeds billings (under), it's an asset.

    Why it matters

    Underbillings represent uninvoiced earned revenue — free cash sitting on the table. Overbillings represent obligations to perform future work funded by customer cash.
